Epiphone special neck finish feels slow/sticky. It's a back up/garage guitar. Finish is just a little tacky. What's the best way to improve the feel?

Epiphone Special. Picked up a special for a second/garage guitar. It's fine, plays well enough but the neck feels sticky/slow. Seems like the finish is to blame. Is there a good way to improve this?
